How is the unemployment rate calculated?
Note
The unemployment rate is the unemployed labor force divided by the total civilian labor force, not the entire population.
Unemployed people must generally be without a job, available for work, and actively seeking work under survey definitions. People outside the labor force are not in the denominator. A falling unemployment rate need not mean everyone without a job found work.
