Why can rising coastal construction increase flood risk even if storms do not become more frequent?
Note
Population growth and coastal construction can increase exposure to flood hazards even without a change in storm frequency.
Risk depends partly on how many people and valuable structures are exposed. Even an unchanged storm pattern can produce larger losses if more assets are built in vulnerable locations. Reducing exposure through land-use choices can lower losses without altering storms.
