If Georgia’s estimates base is revised but its end population is unchanged, what can change?
Note
A revised estimates base changes the benchmark for measured growth even if the reported end-period population is unchanged.
Growth is measured relative to a starting benchmark. Revising that benchmark can alter the reported increase without changing the later estimate, which is why both release vintage and reference date matter.
