What does balance mean in a consolidated-government Census geography?
Note
A consolidated-government balance excludes separately incorporated places retained within that consolidated jurisdiction.
The term identifies a particular portion of a consolidated jurisdiction. It is neither the entire metropolitan labor market nor a county budget balance, so dropping the word can change the meaning of a population total.
