Why doesn’t Tallahassee’s status as capital prove it is the largest city?

Capital status is political, not a population measurement is correct. The Florida state capital is a governmental seat, not a Census measure of city size.
Tallahassee’s government function should not be confused with Jacksonville’s larger city population.
