Who claimed, “Nothing exist, even if it exists it cannot be apprehended; even if it apprehended it cannot be communicated to another”?

Gorgias claimed, "Nothing exists, even if it exists it cannot be apprehended; even if it apprehended it cannot be communicated to another".
Gorgias answer was that nothing exists because, if anything does exist, it must be Being or Not-Being but Not-Being does not exist and, if being exists, it would have to be eternal (as Parmenides said) or created.
